What are the European Structural and Investment Funds?
European Structural and Investment Funds (ESI Funds) are the cornerstone of Croatia’s development strategy. They will mobilize additional public national and private funding for growth and job creation and will reduce regional disparities in the country. ESI Funds investments are aimed at addressing main development gaps and thus strengthening social, economic and territorial cohesion. ESI funds will assist Croatia in achieving national targets of the EU 2020 strategy and its flagship initiatives. In 2014-2020 Croatia has been allocated a total of € 10,68 billion from ESI funds. 

The Operational Programme Competitiveness and Cohesion 2014-2020
The Operational Programme Competitiveness and Cohesion 2014-2020 (OPCC) was approved by the European Commission on 12 December 2014, among the first 50 programme proposals out of 205 proposals received from all member states. Thereupon, Croatia was enabled to use funds from the European Fund for Regional Development (ERDF) and Cohesion Fund, which are ESI funds components. The OPCC has been created in cooperation with state administration bodies, representatives of local and regional self-government, social partners and civil society as well.

The purpose of the OPCC is to implement the EU cohesion policy and to contribute to job creation by stimulating investment in infrastructure (in the field of traffic, energetics, environmental protection, ICT) and by providing support for entrepreneurship and research and development.

How is energy renovation of public sector buildings connected to the ESI Funds?
The OPCC 2014-2020 consists of 10 Priority Axes – one of them being Priority Axis 4 Promoting energy efficiency and renewable energy sources. The goal of this priority axis is to contribute to efficient and sustainable energy use and reduction of greenhouse gas emissions, which directly contributes to energy and climate goals contained in the Europe 2020 Strategy. The priority axis 4 contains the investment priority 4c - Supporting energy efficiency, smart energy management and renewable energy use in public infrastructure, including in public buildings, and in the housing sector

Specific goals under the competence of the Ministry of Construction and Physical Planning (MCPP)

  • 4c1 - Reduction of energy consumption of the public sector buildings – allocation: 211.810.805 €
  • 4c2 - Reduction of energy consumption of the residential buildings (multi apartment buildings and family houses) – allocation: 100.000.000 €

Total allocation: 311.810.805 €

The MCPP's s role within the system of EU Funds management in Croatia?
The Ministry of Construction and Physical Planning is an Intermediate body level 1, while the Environmental Protection and Energy Efficiency Fund is an Intermediate body level 2. Both are responsible for the specific goals 4c1 Reduction of energy consumption of the public sector buildings and 4c2 Reduction of energy consumption of the residential buildings (multi-apartment buildings and family houses).

Both specific goals are covered within the investment priority 4c Supporting energy efficiency, smart energy management and renewable energy use in public infrastructure, including in public buildings, and in the housing sector, which is part of priority axis 4 Supporting the shift towards a low-carbon economy in all sectors.
