19 October 2016 - 2016 Congress of Croatian Builders held in Cavtat

In Cavtat, on 17 and 18 October 2016, the seventh Congress of Croatian Builders was held, dealing this year primarily with the topic of the status of the Croatian construction industry under new conditions of our country's membership to the EU. The Congress of Croatian Builders, organized by the Croatian Society of Civil Engineers and held once every four years, is the most important gathering of builders from the country and abroad. The Congress is an opportunity to assess the situation of the construction industry and to present significant projects and interesting engineering solutions and innovations from all fields of civil engineering. The Ministry of Construction and Physical Planning was represented at the Congress by Milan Rezo, Assistant Minister for permits of state significance.

In his presentation, Assistant Minister Rezo pointed out that, as a rule, the time limit of 30 days prescribed by law for obtaining the documentation required for building was sufficient, which corresponds to European standards. This year, the time necessary to obtain a location permit has been shortened from last year's average 69 days to 36 days. These data refer to permits issued within the e-permit system, without including permits issued by the City of Zagreb, City of Rijeka and Primorje-Gorski Kotar County, have not been included yet in the e-permit system. Building permits within the e-permit system are issued within an average of 24 days. Assistant Minister Rezo addressed also energy efficiency programmes in the buildings sector, which in the period up to 2020 will be allocated - through the Ministry of Construction and Physical Planning - 311 million euro, bringing about investments exceeding 620 million euro. In view of the invigorated dynamics of using funding from European funds, we believe that all these funds will be used within the said time period, whereupon new allocations may be applied for.

Finally, Assistant Minister Rezo concluded that signs of construction sector recovery could also be observed in the increased number of issued permits. During the first nine months of this year, as compared to the same period of last year, twice as many building permits have been issued, with continuous requests of construction companies for labour import. 

 

At the Congress the situation of construction and its role in the development of Croatian economy was discussed; furthermore, construction and its impetus for development, as well as the manner in which it has been competing to date on domestic and foreign markets was discussed, and other topical issues were analysed, particularly the fulfilment of requirements for work in the EU and investments from EU funds.
